Because it's not a weapon, armour, or piece of clothing. Admittedly I would like this very much (specially for toolkits as I have no surgeons, but that's just personal bias), though other than through deaths, what would determine when the enchantment becomes worn-out? By use (healing, fixing power/bows)? Or do you allow toolkits and surgeon kits to be used as weak improvised weapons? This one option strikes me as funny. _________________ Tanks for everything.
The only argument against it I can think of is that, unlike with weapons or armor, there's no opportunity cost to lightening a Surgeon's Kit; that is, there's no reason to ever put any other enchantment on it (in fact, it probably shouldn't even be possible to put a damage type or defense bonus on a non-worn, non-wielded item) so it makes it a no-brainer.

The could reduce the number of enchantments it holds by one if that's the concern.
