If Basic Actions panel is closed, then Healing target doesn't change when you click someone's name. Attack target does still change.

Odd tiny bug, not sure if even worth fixing... JFYI however.

If this was specific to the NexusNuke theme, it may be resolved by the pending update which keeps closed panels in the HTML but visibly hidden.
