Characters that can innately use Electric attacks, whether via innate weapons, activated abilities, or spells, can restore power using 1 AP and 5 MP for 30 minutes, after which the lights shut off again. Using this ability in a power plant will illuminate the entire area, but will cost 3 AP and 15 MP instead.

The implementation would be a pain but it's a good idea.

On another thought it might be better just to let people with electric spells cut power without the Engineering skill or a toolkit.
