Instead of granting 1 soak, they grant 10% damage resistance, as the pills don't actually grant armor and block damage, but instead make the hits you do take easier to shrug off. Results in a small buff since soak and resistance double-dip and working against Precision of the Assassin, but the effect is so short that I doubt this will be game-breaking.
I think this is a pretty good suggestion, nerfs painkillers vs the low end of attacks and buffs them against the high end but mostly unchanged. I don't know if people use painkillers at all (maybe tanks vs pets??)
Does DR apply before or after soak? I'm not actually sure
