Is it intentional that the AOE spell doesn't stick like the last attack spell you did. You have to pick the correct one every time from the drop down menu.

I'm towing this to Promoted Suggestions. This isn't a bug, the means to lock in a charged attack doesn't exist. However, we think it deserves to be added at some point.

This turned out to be something a whole lot simpler to do than "add a global by-character toggle for whether you want charged attacks to stay with every swing". It'll be in the next patch.
