I expect he was confused by the folks who were talking [completely unrelatedly] about how much XP you get for crafting Carving Knives.

Yeah, the suggestion was to make it available through crafting, that's all. I don't really care how much XP it was supposed yield.

Another source of confusion might have been the wiki page on throwing knives.

The reason why this was removed is because as an item without quality it didn't work with item quality scaling, and it still doesn't. There are plenty of ways to find throwing knifes, and they're easy to keep around.
