Cloak of Water (and Cloak of Quicksand) regenerates HP, but only on actions. To make it slightly more useful, I propose that it also regenerates HP on game ticks (15 minute intervals, not status ticks). This brings it more in line with other regenerative abilities in providing passive regen. Same thing for the Divine Resolve status effect.

This is solved in B5 because Cloak of Water regen is attached to a much cheaper skill that gives you this without forcing you to pay most of your tier 3 CP for it. That should address the core of the issue.
