Personally, I'd like to see a relatively comprehensive paper. I'd say something like the form of the papers in early NW, wherein they opened up into a full paper, even if only one article was shown. I'd say something like that, with an ad system for factions. Give each faction a chance to submit an entry for their ad in the paper, and randomize what ad gets seen in each paper.
For the main article, it could be random events that happened in the game. Stuff like the opening of the Zig, the Slowpoke event, or deep history like what the papers in NW were.
And the rest could be the top 10 lists, or the last 10 system messages as has been previously suggested.
You read the newspaper. The front page story is about a small girl who has lost her pet rabbit. You feel contempt for the publication.
You read the newspaper. A major story is about the strange disappearance of a large city. It is rather dismissive, apparently considering the whole thing an elaborate hoax.
You read the newspaper. It mentions the kidnapping of the CEO of a large weapons manufacturer.
You read the newspaper. It explains briefly that the world will burn in the fires of its own sin. _________________ It's all an Illuminati plot.
As a whacky idea, if people want fuller and more descriptive papers - how about assuming the 'prime plane' is a chunk of real world (ala St Germaine), and how about having the newspapers as an ongoing newsletter that was published post-apocalypse, charting the lives of the residents of the prime plane that were lifted out - after it detached, but before it became the angel/demon/transcendent battleground it is now.
I can think of a fairly cool story involving martial law, militia revolt, segregation, survival against odds and eventually some rather bizarre occurrences as the most evil begin to turn actually demonic and vice versa for the good guys. And as people realise they can blow holes in things with magic bolts. The paper could be published from the local printing press (I'm sure I saw one kicking about) by which ever group happens to be ascendant at the time, so would veer wildly from simple military notifications to revolutionary manifesto to just simple advice and news on how to stay alive..

I assume things are like in Silent Hill, where we're stuck in the crapsack Shadow World and some parts of the Real World leak through to us, but there's no direct contact. Which is why there is always fresh fruit.

Womans Recovery "Miraculous" Say Doctors

Critics have lashed out at the Nate James High School night class program for offering advanced courses in Gunsmithing. "It's ridiculous that people are being trained to build such dangerous killing devices in a public school" said Mrs. Evie Dove, leader of a group opposing the course. "This creates a deep well of danger in our community." In a public statement, Course coordinator Mr. Asclepius dismissed the comments as ill-informed and inflammatory. "The fruits of knowledge are their own reward, and people should be able to freely choose for themselves. There is no danger to the public, as the specialised tools and high quality brass required is not widely available."

Long-Awaited Project Breaks Ground
Demolition crews began the long task of razing the Tremblyton Public Pool to make way for the new Planetarium. The long-delayed enterprise has suffered setbacks since it was first proposed in 1979. Funding has been cut and reinstated several times, with the proposed site moving from central Torzace to the outskirts of Falkentine Flats. But local council officials have assured the public such troubles are in the past, and the project will proceed smoothly.
Critics have been outspoken in their opposition, saying that the loss of facilities will lead to a spike in drownings. Project manager Mr. Phelan scoffed at these concerns, saying "You won't drown if you just don't go swimming!"

Regulations Scuttle Billion Dollar Facility Plan
Multinational Conglomerate Gehirn announced yesterday that they would not be going ahead with the planned multibillion dollar research facility near Fort Ramsdale, after council officials refused to relax stringent environmental regulations for the project. Committee leader, Mr. Bolger commented "The project would have the Dogwood River run dry for 3 months of the year and required the removal of massive amounts of rock. A project of this scale was simply not suitable for the sensitive environment of our region."
