I knew a guy was in a building once - took 12 searches to reveal him. It takes more than in NW, that's for sure. I believe Bob said you have the same chance of finding a person as the base chance for an item. If it's night and the lights are off, that's pretty low stuff.
Three Searches... I guess it matters more where you search. Usually I find enough targets for my needs, but there is the occasional day when the whole world seems to have crawled under the carpet.
Sometimes I think it might be even easier to bash a ward and then stab someone indoors with the few AP you have left. Of course as soon as pets become an issue, that tactic will cease working altogether.

Used to try that with my pesky neighbor. Turns out he left his SH vacant most of the time. I really only search for targets in resource buildings, like libraries and gunshops and generally do at least 5 in day time. Any less and I feel like I never find anyone. And even if I still don't find anyone at least I get something for my trouble.
I do 5 per building as well. I usually don't bother with Hospitals anymore, since people mostly hide right nextdoors to them.
At least, my victims did.
