Firearms (specifically SMG) for clearing out low health pets, with Way of Fire (or Focused Attack for CP reasons) and a high damage shotgun/rifle for taking out key targets. Obviously a decent health pool with high dodge for dealing with pets.

Anyone have a list of skills to get?

This is what I've got for you, but someone will probably come along and post something better. Anyway, I find that ES (tanks, really) are pretty hard to build for both damage AND tankiness, especially if you don't have CP from badges, but I think I've done a pretty decent job here (At least you picked gun ES, hth ES is an absolute nightmare to build on a budget)

Code:
Lv    CP    Skill
1   10   Ranged Combat
1   0   -- Saved --
2   0   -- Saved --
3   20   Firearms
4   0   -- Saved --
5   0   -- Saved --
6   30   Advanced Firearms
7   10   Search
8   10   Repair Item
9   0   -- Saved --
10   0   Critical Hit
10   20   Meditation
11   0   -- Saved --
12   40   Enhanced Senses
13   20   Strong Attack
14   20   Gunsmith
15   30   Master Gunsmith
16   20   Super Reflexes
17   20   Combat Mastery
18   10   Sense Magic
19   0   -- Saved --
20   0   Way of Vim
20   30   Way of Lightning
20   30   Elite Attack
21   30   Way of Fasthands
22   0   -- Saved --
23   60   Infinite Attack
24   0   -- Saved --
25   60   Way of Fire
26   30   Way of Air
27   30   Way of Earth
28   30   Way of Water
29   0   -- Saved --
30   60   Master of the Reflex

If you feel like you don't need the repair tree you can swap it out for better criticals and something else. Also I'm not sure if Master of Reflex or Master of the Flow is better suited for dodging pets, there's a big thread about tank theorycrafting that you can check out.

My advice is don't build a ES as a tank to take out pets, you'll need to be able to kill a petmaster through fortifications.

Code:
Level   CP   Skill
1   10   Ranged Combat
1   0   -- Saved --
2   0   -- Saved --
3   20   Firearms
4   0   -- Saved --
5   0   -- Saved --
6   30   Advanced Firearms
7   10   Hand to Hand Combat
8   0   -- Saved --
9   0   -- Saved --
10   0   Critical Hit
10   20   Strong Attack
10   20   Combat Mastery
11   20   Super Reflexes
12   20   Dodge
13   0   -- Saved --
14   30   Evasion
14   10   Strength
15   20   Stamina
16   0   -- Saved --
17   40   Advanced Critical Hit
18   0   -- Saved --
19   0   -- Saved --
20   0   Way of Vim
20   30   Way of Earth
20   30   Elite Attack
20   -20   20 Exploration Badges
20   30   Way of Water
21   0   -- Saved --
22   60   Infinite Attack
23   0   -- Saved --
24   60   Way of Fire
25   30   Way of Air
26   0   -- Saved --
27   60   Master of the Reflex
28   0   -- Saved --
29   0   -- Saved --
30   30   Way of the Antitoxin
30   60   Master of Vigor

That's a build, assuming there are 20 exploration badges get Way of Air to maximise your chance of hitting with Way of Fire.

And has the following stats:

Code:
ATTACK CHANCE
Hand-to-Hand   50%   Archery   50%
Melee   25%   Firearms   80%
Swords   25%   Thrown Weapons   50%
Spells   10%
Heavy Weapons Modifier   -15%
DAMAGE BONUS
Hand-to-Hand   +6   Archery   +7
Melee   +6   Firearms   +6
Swords   +6   Thrown Weapons   +8
Death Typed Attacks   +0
Spells General   +0   Spells Cast From Gems   +0
Spells Acid   +0   Spells Cold   +0
Spells Death   +0   Spells Electric   +0
Spells Fire   +0   Spells Impact   +0
DEFENSE
Close Combat Dodge   40%   Ranged Defense   35%
SOAKS
Impact   5   Slashing   5
Piercing   5   Fire   4
Cold   4   Electric   3
Acid   3   Death   3
Holy   4   Unholy   4
Arcane   4
Other Stats
Max HP   111   Max MP   49
Max AP   76   Weight Limit   80
Max Morality   40   Min Morality   -40
Hide Modifier   +0%   Search Modifier   +0%

Get your faction to give you dodge enchanted armour, and some fully enchanted guns, and maybe it'll work. Also you'll be reliant on flying potions to get anywhere.

I'd say that given he'll need use Way of Fire to kill the petmaster he'll need all the MP he can get, and so wants to avoid anything else that uses it.

Though you're builds looks significantly less horrible to level than mine. Given with mine you'll be reliant on remembering portals, and potions, and will be a hunter without enhanced senses.

Reflex is better than Flow except in cases where the attacker has absurdly high (like, >100%) chance to hit, and is even stronger when layered with Super Reflexes, Dodge, Evasion, and dodge-enchanted armor. Definitely want that.

Does Master Marksman ignore fortification soak as well? I consider it pretty essential on a gun ES in general, but that would certainly push it even higher to the top of the priorities. Edit: Never mind I'm dumb.

Master Marksman ignores resistance and immunity not soak.

The problem here is that without a damage aura you need to spend a huge quantity of CP to get yourself a damage output that can actually kill a petmaster, which means you either have to be less tanky and therefore more likely to die to pets or going without any of the useful other skills (Fast Hands, Enhanced Senses, Sense Magic, etc).

Maybe build a tank that doesn't actually fight pet masters but instead focusses on forts would just be the better route (so take my build and stick 90CP Air and Fire) into those utility skills.

This is solid advice, but with double barrel shotguns being removed is it even feasible?

Edit before I even post: Yeah it's definitely feasible considering Way of Fire only costs 10 mana, I was working under the assumption that it costed 15. Not as viable as it was with DBS but DBS were ridiculous anyway.
