Firearms (specifically SMG) for clearing out low health pets, with Way of Fire (or Focused Attack for CP reasons) and a high damage shotgun/rifle for taking out key targets. Obviously a decent health pool with high dodge for dealing with pets.
This is what I've got for you, but someone will probably come along and post something better. Anyway, I find that ES (tanks, really) are pretty hard to build for both damage AND tankiness, especially if you don't have CP from badges, but I think I've done a pretty decent job here (At least you picked gun ES, hth ES is an absolute nightmare to build on a budget)

If you feel like you don't need the repair tree you can swap it out for better criticals and something else. My advice is don't build a ES as a tank to take out pets, you'll need to be able to kill a petmaster through fortifications.

Get your faction to give you dodge enchanted armour, and some fully enchanted guns, and maybe it'll work. Also you'll be reliant on flying potions to get anywhere.

I'd say that given he'll need use Way of Fire to kill the petmaster he'll need all the MP he can get, and so wants to avoid anything else that uses it.
Though you're builds looks significantly less horrible to level than mine. Given with mine you'll be reliant on remembering portals, and potions, and will be a hunter without enhanced senses.
Reflex is better than Flow except in cases where the attacker has absurdly high (like, >100%) chance to hit, and is even stronger when layered with Super Reflexes, Dodge, Evasion, and dodge-enchanted armor. Definitely want that.
Does Master Marksman ignore fortification soak as well? I consider it pretty essential on a gun ES in general, but that would certainly push it even higher to the top of the priorities. Edit: Never mind I'm dumb.

Master Marksman ignores resistance and immunity not soak.
The problem here is that without a damage aura you need to spend a huge quantity of CP to get yourself a damage output that can actually kill a petmaster, which means you either have to be less tanky and therefore more likely to die to pets or going without any of the useful other skills (Fast Hands, Enhanced Senses, Sense Magic, etc).
Maybe build a tank that doesn't actually fight pet masters but instead focusses on forts would just be the better route (so take my build and stick 90CP Air and Fire) into those utility skills.

This is solid advice, but with double barrel shotguns being removed is it even feasible?
Edit before I even post: Yeah it's definitely feasible considering Way of Fire only costs 10 mana, I was working under the assumption that it costed 15. Not as viable as it was with DBS but DBS were ridiculous anyway. _________________ IF WE LOOK AT ROME AND SEE OUR HOME, THE END IS ON ITS WAY
