Suggest making a new kind of clothing slot type: costume only (no enchantments).
When donned, player choose whether items go to regular clothing slots or costume (no enchant) clothing slots. Regular clothing slots act like the current ones. Costume clothing slots allow multiples of items to be stacked but no enchantments on any items worn in them will work.
This would allow keeping clothing enchants down to the quite generous number they are now, but still allow someone to wear multiple rings, or shirts and chainmail, etc.

I think the concerns raised in this suggestion have been addressed since by changes such as:
- Custom clothes (which you can make a list of multiple items)
- The expansion of Auras
- The uncoupling of armor from clothing slots
