Faction: Give Lieutenants access to faction messages

My suggestion is that a faction Lieutenant should be able to send a faction wide mail.

I generally think it's unwise to promote a heap of people to leadership, but you really don't have a choice if you want/need people to be able to send mail. Particularly when it comes to raid time. Since Lieutenants are your right hand man, they should be trusted enough to be using the mailing system.
To also make renown more useful, you could purchase the option for that rank to be able to use mail for 15 renown.

For breath 4 we're adding the ability for factions to be able to define how much authority a given rank holds. This will allow things such as Lt or Vets sending messages, but only Leader being able to kick or ban. To give one example. This is unlikely to be added for Breath 3.5, but 4 will be nice.
